All retailers of packaging with trading premises larger than 300 sq m and town and village shops with the trading area higher than 60 sq m shall be obliged to take part in the deposit system for one-way beverage packaging and conclude contracts with the deposit administrators. All other retailers of packaging will be allowed to participate in the system on a voluntary basis, namely sites with a trading area below 300 sq m, town and village shops with a trading area below 60 sq m, kiosks, petrol stations and public-catering establishments.

The public institution Užstato Sistemos Administratorius shall provide services under equal conditions to all retailers.
