Manufacturers and importers that supply beer, beer cocktails, cider, perry, fruit wine, fruit-wine cocktails, fruit-wine-based drinks, alcoholic or non-alcoholic beverages (soft drinks, table water, kvass), natural mineral, spring or bottled drinking water, or juices or nectar in Lithuania in glass, plastic or metal one-way packaging with a volume of more than a tenth of a litre, but lower than three litres, are obliged to participate in the deposit system for one-way beverage packaging (with the exception of fruit wine, fruit-wine-based drinks and fruit-wine cocktails in one-way glass packaging).

The public institution Užstato Sistemos Administratorius shall supply services under equal conditions to all manufacturers and importers, independent of their size and the amount of packaging produced.

Duties of manufacturers

Responsibilities of manufacturers and importers under the deposit system prescribed by the Law on Packaging and Packaging Waste:

  • Manufacturers and importers are obliged to charge a deposit to packaging distributors and sellers, and refund it to the sellers when they return the packaging waste, if they supply beer, beer cocktails, cider, perry, fruit wine, fruit-wine cocktails, fruit-wine-based drinks, alcoholic or non-alcoholic beverages (soft drinks, table water, kvass), natural mineral, spring or bottled drinking water, or juices or nectar in the internal market of the Republic of Lithuania in one of the following types of one-way packaging with a volume of more than a tenth of a litre but less than 3 litres:
    • – glass;
    • – plastic;
    • – metal.
  • Manufacturers and importers that supply products in Lithuania in packaging covered by the deposit system are obliged to label the packaging with barcodes that identify the manufacturer or importer and with the appropriate deposit mark.
  • Manufacturers and importers that supply packaging covered by the deposit system, as well as distributors and sellers of contents of this packaging, are obliged to indicate the product price and value of the packaging deposit in the relevant accounting documents.
  • Manufacturers and importers are obliged to participate in the deposit system for one-way packaging, if they supply products to the internal market of the Republic of Lithuania in packaging covered by the deposit system, by delegating organisation of the deposit system for one-way packaging to its administrator.
  • Manufacturers and importers are obliged to cover the costs of participating in the deposit system that relate to management of one-way packaging waste collected under the system and its administration.

Contracts

The public institution Užstato Sistemos Administratorius shall conclude contracts with all manufacturers and importers that supply products to the internal market of the Republic of Lithuania in one-way packaging covered by the deposit system.

The public institution Užstato Sistemos Administratorius shall supply services under equal conditions to all manufacturers and importers, independent of their size and the amount of packaging produced.

Contracts shall incorporate regulations regarding procedures for the administration of deposits, the submission of reports and information, the registration of products in the deposit system and settlements, the obligations of Užstato Sistemos Administratorius for carrying out tasks relating to the management of packaging waste, and other contractual provisions.

Instruction guide

Labelling

Manufacturers and importers that supply products to the internal market of Lithuania in packaging covered by the deposit system shall be obliged to label the packaging with barcodes that identify the packaging manufacturer or importer, and with the respective deposit-system mark.

The procedure for labelling using this mark shall be established by the minister for the environment.

Užstato sistemos asministratoriuis establishes the dimensions and colour, and other requirements pertaining to the barcode in its instruction manual (part 6). These requirements shall be complied with to ensure that the reverse vending machines used for the return of packaging can identify the packaging returned by consumers.

Rates as of 1 January 2020

By the decision of the Management Board of Public Institution Užstato Sistemos Administratorius of 26.11.2019, the following packaging handling rates have been set to come into effect as of 1 January 2020:
