For sellers

All sellers of packaging with trading premises larger than 300 square metres and village shops shall be obliged to take part in the deposit system for one-way beverage packaging and conclude contracts with the deposit administrators. All other sellers of packaging will be allowed to participate in the system on a voluntary basis, namely sites with a trading area below 300 square metres, kiosks, petrol stations and public-catering establishments.

The public institution Užstato Sistemos Administratorius shall provide services under equal conditions to all sellers.

Duties of sellers

Responsibilities of sellers under the deposit system prescribed by the Law on Packaging and Packaging Waste:

  • The sellers of one-way packaging are obliged to take back one-way packaging waste covered by the deposit system and refund deposits.
  • An exemption shall apply to sellers of packaging that conduct trade in shops with a trading area of up to 300 square metres (excluding village shops), as well as marketplaces, kiosks, petrol stations and catering establishments. Sellers of one-way packaging that are eligible for this exemption will be able to participate in the deposit system for one-way packaging at their own discretion.
  • Sellers of one-way packaging are obliged to take back all packaging waste under the deposit system and refund deposits, irrespective of whether they sell products in identical packaging.
  • The sellers of packaging shall organise the receipt of refillable packaging and/or one-way packaging waste and refund deposits at trading venues, or nearby sites that are no further than 150 metres away, by setting the same opening hours as at the trading venue.
  • Deposits for the packaging of sold products shall be returned to the consumers of packaging in cash or, upon the request of consumers, they should be allowed to purchase goods or services, or make donations to the beneficiaries cited in the Law of the Republic of Lithuania on Charity and Sponsorship, of an amount equal to the value of the deposit.
  • Vendors of packaging that sell products with packaging covered by the deposit system at a trading venue shall indicate the value of the deposit on the price tag.
  • Vendors of packaging that sell products with packaging covered by the deposit system at a trading venue shall provide written information (on a poster of at least A3 dimensions (420 x 297 mm)) about how consumers of packaging can return refillable and one-way packaging waste.
  • One-way packaging waste covered by the deposit system shall be accepted but the deposit not refunded if:
    • – the packaging is not labelled with the mark that denotes the application of the deposit system for one-way packaging, or the mark is not clearly visible, making it impossible to identify; and/or:
    • – the packaging is not marked with a barcode or the barcode is damaged, making it impossible to identify the manufacturer or importer; and/or:
    • – the packaging is not completely empty; and/or:
    • – the shape of the packaging is distorted to the extent that technical identification is impossible.

Contracts

The public institution Užstato Sistemos Administratorius will conclude contracts with all sellers that receive one-way packaging waste under the deposit system and refund deposits.

The public institution Užstato Sistemos Administratorius shall provide services under equal conditions to all sellers.

Contracts shall indicate the procedures for the transfer of the packaging collected, compensation for deposit and collection costs, and other contractual provisions.

Reverse vending machines

The Law of the Republic of Lithuania on Packaging and Packaging Waste incorporates an obligation for the deposit-system administrator to provide reverse vending machines to sellers.

The deposit-system administrator shall provide means for the receipt of packaging waste to sellers (including means of ensuring the automatic receipt (without human interference) of packaging waste and deposit refunds), selected with regard to the trading area of a shop and the quantity of packaging waste it collects.

The administrator of the deposit system for one-way packaging shall ensure the repair and technical maintenance of the automatic means of receipt of the packaging waste at their own cost, or shall provide compensation for the cost for repair and technical maintenance incurred by sellers in relation to their purchased and/or rented automated means of receipt of the packaging waste, which conform to the technical requirements established by the administrator of the deposit system for one-way packaging.

To fulfil this obligation, we gather information and applications with regard to requests for reverse vending machines. It is a permanently open submission of applications.

Large stores

Large stores that collect a monthly average of 40,000 or more pieces of one-way packaging under the deposit system are expected to be provided with the most powerful and modern RVM model, the T-9.

Additional information about T-9 model

This model requires a special facility (with an area of at least 30 square metres) where the collected packaging is automatically sorted, compressed and stored.

Medium-sized stores

Medium-sized and smaller stores that collect a monthly average of 10,000-40,000 pieces of packaging under the deposit system are expected to be provided with the T-63 model of RVMs.

Additional information about T-63 model

This model does not require any special facilities. It can be set up on or near a shop floor, requiring an area of at least 4 square metres. Packaging collected by the RVM is automatically sorted and compressed, and then moved from the shop to a place designated for storage.
